These developments still require careful planning. Wheat noted that challenges can arise when a development cannot secure all the necessary financing, a property has unexpected environmental issues or political support changes. Identifying those risks early and maintaining strong collaboration can help public and private partners keep projects moving and deliver much-needed housing.
